Lille Metropole at the POLIS 2025 annual conference: accelerating mobility and leveraging parking data

On 26 - 27 November 2025, Lille Metropole participated in the POLIS Annual Conference in Utrecht, one of Europe’s leading events on sustainable urban mobility.

On 26 - 27 November 2025, Lille Metropole participated in the POLIS Annual Conference in Utrecht, one of Europe’s leading events on sustainable urban mobility. Lille Metropole was selected to present two distinct sessions, highlighting major advances in both infrastructure investment and data-driven urban planning.

Session 1. GREENMO: transforming metropolitan mobility

Represented by François Briche and Guillaume Brebion, Lille Metropole presented “MEL in GREEN Mobility - The GREENMO project, innovative financing for modernising public transport infrastructure.

GREENMO (2023–2027) is a €420 investment programme that benefits from both a public and private EU investment. It is financed by a €245 million loan from the European Investment Bank (EIB), supplemented by a €31.5 million grant from the European Commission. GREENMO aims to accelerate the shift toward sustainable mobility, including the :

  • deployment of 27 new tram-train vehicles (+20% capacity) and the upgrade of 33 tramway platforms;
  • modernisation and extension of the Rouges Barres depot;
  • development of 220 km of new cycling infrastructure under a €200 million multi-year strategy;
  • procurement of 42 zero-emission electric buses and electrification of associated depots.

The session showcased how combining infrastructure renewal, active mobility development, and clean fleet deployment can reduce car dependency while improving accessibility and resilience across the metropolitan area.

Session 2. Parking data and urban planning insights

Lille Metropole also led a second session, presented by Solen Guirriec, titled “Building a comprehensive knowledge of public and private parking supply.

The presentation illustrated how parking data can directly inform smarter urban planning and mobility strategies:

  • A full inventory of public and private parking spaces, showing that 70% of the supply is private
  • Development of a Residential Parking Sensitivity Index to identify areas with parking pressure or surplus
  • Integration of these findings into transport planning, including tram and Bus Rapid Transit (BRT) line extensions
  • Data-driven optimisation of public space, ensuring infrastructure better matches residents’ needs

Together, these two sessions demonstrated how Lille Metropole is combining strategic investment and innovative data insights to accelerate the transition toward a greener, more resilient, and more accessible metropolitan mobility system.
