For over two decades, Lille Metropole has pursued an ambitious cultural policy grounded in a clear objective: ensuring equal access to culture for all citizens, regardless of their place of residence or social background. The Belles Sorties programme stands as a flagship initiative of this commitment, positioning culture as a key driver of social inclusion, territorial cohesion and democratic participation. 

Implemented in close cooperation with municipalities, fourteen cultural institutions of the metropolitan territory and artistic teams, Belles Sorties delivers a high-quality, free and accessible artistic programme across the metropolitan area. Each season, performances in theatre, music, dance, circus and live arts are brought directly into neighbourhoods, public spaces and non-traditional cultural venues. By decentralising cultural offer and reaching audiences beyond established institutions, the programme addresses persistent inequalities in access to culture and contributes to a more balanced territorial development. 

Since 2011, the Belles Sorties programme has achieved impressive results: 

  • 15 editions 

  • Over 1 017 performances 

  • More than 120 000 spectators, averaging over 8,000 spectators per year 

  • 8 territories mobilised 

  • 78 communes involved 

  • 14 associated cultural institutions 

  • Over 4,400 artists engaged across the metropolitan territory 

 

A distinctive feature of Belles Sorties lies in its strong emphasis on mediation and audience engagement. Performances could be accompanied by outreach activities such as meetings with artists, workshops and educational initiatives, often developed in partnership with local associations, schools and social actors. This approach encourages active participation, strengthens cultural awareness and fosters dialogue between artists and residents, reinforcing the social fabric at local level. 

At the same time, the programme provides meaningful support to artistic creation. By offering visibility, resources and stable partnerships, Belles Sorties contributes to the sustainability of cultural actors and to the diversity of artistic expression. In a context marked by financial pressures on the cultural sector, the initiative demonstrates the capacity of local authorities to maintain long-term, innovative cultural policies that combine artistic excellence with social impact.
