Europe Month: activities organized by Lille Metropole to engage metropolitan staff in European affairs

As a "European" metropolis, Lille Metropole invests in developing a real European culture throughout the metropolitan staff.

As a "European" metropolis particularly within the context of Lille Metropole's shared border with Belgium and close proximity to Brussels, the metropolis invests in developing a real European culture throughout the metropolitan staff. Europe Month was therefore a key opportunity to organize activities and events around the theme of Europe.

Theoretical resources throughout the month

First, a series of articles were published internally, giving metropolitan staff the opportunity to learn more about the Metropole's lobbying efforts, the next Multiannual Financial Framework and the evolving relationship between the EU and metropolitan areas. Furthermore, a quiz was put together to test the agents' knowledge regarding the EU institutions, European culture and historic dates. The prizes for the winners were a trip to Brussels to visit the various European institutions. The articles and the quiz enabled municipal agents to freely engage with the theme of Europe through different channels.

On May 9, to mark Europe Day, Lille Metropole's brussels representation released an internal podcast, recorded with Eurocities, designed to encourage metropolitan staff to get involved in European networks and explain how the Brussels representation can support them in this effort.

Training on European Institutions for Staff

Lille Metropole also put together a training session for any employees that wanted to learn more about the history of European integration, the EU’s competencies, the roles of the various institutions and the main aspects for conduction European projects. In order to make the session as interactive as possible, the training was centered around a serious game called "We are Europe". It is a collaborative game in which participants put themselves in the shoes of local representatives who are encouraged to work together in order to develop a fictional municipality. The aim is to help participants better understand how European policies are developed. This game was created by Lille Metropole in 2022.

In addition to this, Lille Metropole invited Interphaz, the local Europe Direct Center, to come to their headquarters with a pop-up stand, enabling colleagues to learn more about the European Union and policies via interactive games and activites.

First edition of “Midis de l’Europe”

Lille Metropole hosted the first-ever “Midis de l’Europe” event. This event took the form of a conference, open to all staff, and focused on the evolution of the relationship between the EU and metropolitan areas, the importance the EU places on them (urban policies, funding...) and the growing political influence of metropolitan areas on the European stage. All this while focusing on the outlook for Lille Metropole.

Lille Metropole wishes to make these “Midis de l’Europe” a regular feature in order to address and train metropolitan staff on EU-related topics and projects.

Finally, a group of 30 agents had the opportunity to come to Brussels to visit the European Commission, the Parliamentarium and the European Parliament. In the afternoon, a discussion session with European Commission officials took place, during which the metropolitan staff were able to ask questions about their career paths, their work at the Commission, and their interactions with other representations in Brussels. This was another opportunity to interact with European institutions and to learn more about European history.
